The proposed visions, strategies and activities of forest management in Zagros region

Abstract

There is not too much time that the idea of "strategy" formulation in forest management has been propounded as a necessity in Iran. The determined strategies for forests in 5-year plans of natural resources are mainly the result of the viewpoint of experts who formulate the programs in "Budget and Planning Office" of Forests, Rangelands and Watershed Management Organization of Iran; so considering this matter with a more comprehensive vision is usually propound as a necessity. This research is done for this purpose that formulating of strategies, policies and activities were done for 3 periods of 20-year visions, 5-year strategies and necessary activities for each strategy through participation of all stockholders. The work has begun by analyzing existing literature and resources relating policy-making and 5-year plan programming after Iranian revolution. Using the results of this analyze and basing on the current situation," The Question Book" including formulation of visions, forest management strategies and their activities was done by the research team. "The Question Book" was sent for 160 group or individual of stakeholders who were selected by random from the long prepared lists and they were asked to return back the book after amending, completing and determining the priorities; the number of answers were fixed at a minimum of 63 proportionally within the receivers of "Question Book". The results produced by the view point of receivers were analyses by research team and proposed visions, strategies and activities of forest management were formulated, then in order to investigate the implementability of the propositions and the extent of their adoption with the rules, a meeting was held with critics. After this meeting, appropriate visions, strategies and activities were finalized. Through this process, final visions were different from the first ones by structure and priority. Also one of the first proposed strategies was eliminated and a new strategy was admitted. The activities were finalized after changing their structures and priorities.
